WHAT ARE INCENTIVES?

Incentives are the most commonly used type of inducement offered by states, municipalities and public utilities. They encourage private investment, business retention, and job creation. Incentives are obtained through either negotiations with state, local and utility officials that develop a customized financial support program, or through a fixed statutory formula that is based upon a taxpayer's expenditures.
